Voice Broadcasting: Recorded Calls to Many Numbers and the Consent Rules Behind Them
Voice broadcasting sends one recorded message to a long list of phone numbers. Here is how it works, where the law draws lines around it, and why The Auto Dialer keeps a live person on every call instead.
This is general information, not legal advice. It summarises rules read from official sources on 4 October 2026 and does not cover United States state laws.
Voice broadcasting meaning
Voice broadcasting is a one-to-many calling method: a system dials a list, and whoever answers hears a prepared recording instead of a person. Laws give it other names. The United States speaks of calls using "an artificial or prerecorded voice", the United Kingdom's PECR 2003 of an automated calling system that transmits "sounds which are not live speech", and Canada's CRTC of an Automatic Dialing-Announcing Device. Everyday speech calls the result a robocall. Many broadcast systems add answering machine detection to decide whether a recording reaches a person or a voicemail greeting. Because no one has to talk, a single broadcast can reach thousands of numbers in the time a person makes a handful of calls, which is precisely why each of those jurisdictions treats recorded calls separately from live ones, and why consent sits at the centre of most of those rules. The Auto Dialer is not a broadcasting tool. It hands each number to a person holding the phone, which is live auto dialing, so the call falls under the ordinary live-call rules of the country being called.
Voice broadcasting laws
| Jurisdiction | What the law calls it | Main rule for marketing use |
|---|---|---|
| United States | A call using an artificial or prerecorded voice (47 CFR 64.1200) | Prior express consent for such calls to mobile numbers, and the written form of that consent for telemarketing |
| United Kingdom | Automated calling or communication system (PECR regulation 19) | Recorded marketing messages only to people who have consented |
| Canada | Automatic Dialing-Announcing Device, or ADAD (CRTC) | A distinct set of CRTC rules for equipment that plays recorded or computer-generated speech |
| European Union | Automated calling "without human intervention" (ePrivacy Directive, Art. 13(1)) | Prior consent for direct marketing; national laws fill in the detail |
In India, TRAI's September 2026 amendment requires calls an application initiates without direct human dialling to be declared to the operator in advance, and promotional calls belong on the 140 number series. The full picture is under auto dialer rules in India, and the live-call rules for five countries are compared in is auto dialer legal. The United States definition of an autodialer, which is a separate question from recorded voices, is explained under the TCPA autodialer definition.
Voice broadcasting service uses
Recorded calls are at their best when the message is short, factual and expected. Typical consented uses:
- Service alerts. Outages, closures, changed opening times. Best for: utilities, schools and clinics with a contact list built for that purpose.
- Appointment reminders. Date, time, how to reschedule. Best for: organisations whose customers asked for phone reminders.
- Internal call-outs. Shift changes or site notices to staff. Best for: workforces without a messaging app.
Cold sales broadcasts to people who never agreed to them are the use the rules above were written against. Teams in that business should first read about the dialer for telemarketing and the registered routes it describes.
Voice broadcasting alternative on WhatsApp
Many businesses look for voice broadcasting because they want to tell a whole customer list something at once. The Auto Dialer covers that job in writing rather than by recorded call:
- Bulk WhatsApp campaigns to leads, paid clients, call-log numbers or a Google Sheet, sent one by one from your phone or as a server campaign through the WhatsApp Business API.
- Personal fields such as {name} and {city}, and a test send to one number before the campaign goes out.
- Campaign reports listing every recipient as sent, delivered, read, replied or failed.
- Saved templates with an audio file, sent to one chat in a tap, for when a voice note really says it better.
- Live calls for the people who reply, dialled one at a time with the auto dialer.
WhatsApp has its own policies on business messaging, and the sender is responsible for following them. For how live list calling compares with other methods, see the overview of the outbound dialer and the note on recorded voicemail drops.
Voice broadcasting example
Round-number illustration; not a real customer.
A gym owner in Johannesburg needs to tell 300 members that the club closes early on a public holiday. A recorded call would need their consent to recorded calls and a broadcasting provider. Instead she sends one WhatsApp campaign to her paid clients with each member's name filled in. The report shows who read it; 20 members reply with questions, which she answers in the WhatsApp CRM chat, and 5 ask about changing their package, so she auto-dials those 5 that afternoon and logs each outcome as a call disposition.
Voice broadcasting limits
The Auto Dialer cannot replace a broadcasting provider when the message truly must arrive as a phone call to thousands of people within minutes, such as an emergency alert to residents who signed up for one. Use a licensed provider for that, with the consent the law asks for. For every other case, a written message the person can reply to, followed by a live call where needed, does the job without recorded audio.

Voice broadcasting FAQ
11 questions, answered
What is a voice broadcasting service?
A voice broadcasting service is a company that sends your recorded audio to a list of numbers from its own telephone lines. You upload the recording and the list, choose a time, and receive a report of which calls were answered and how long people listened.
Is voice broadcasting legal?
It is legal where the people called have given the consent the law asks for. The United States, the United Kingdom and the EU require consent for recorded marketing calls, and Canada regulates the devices that play them under a separate CRTC regime. This is general information, not legal advice.
What is voice broadcasting software?
It is the program that schedules recorded-message campaigns: it holds the audio files and number lists, places the calls through internet telephony lines, often detects answering machines, and may offer a keypad option such as “press 1 to speak to someone”.
Does The Auto Dialer do voice broadcasting?
No. The Auto Dialer cannot play a recorded message to the person called. Every call it places goes to the caller holding the phone, and the person who answers hears that caller’s live voice.
Which voice broadcasting alternative keeps a live person on every call?
The Auto Dialer keeps a human voice on each answered call, since it rings your numbers singly through your phone’s SIM while you hold the line, and it covers the “tell everyone at once” job with bulk WhatsApp messages and campaign reports instead of recorded calls.
What is a voice broadcast dialer?
Dialing equipment built to deliver a recording rather than connect a person: it rings many numbers at once, plays the audio to whoever picks up, and logs which calls were answered. Some regulators give such machines a legal name of their own, separate from live-call dialers.
Is there a voice broadcasting app for Android?
Some services offer apps for scheduling broadcasts, but the calls themselves leave from the provider’s lines, not your handset. The Auto Dialer on Android is not one of them: it rings numbers singly for a live caller and sends written bulk messages through WhatsApp instead.
What is voice broadcasting used for?
Short, expected announcements: outage and closure notices, appointment reminders, school or council alerts, and shift call-outs to staff. It works poorly for selling or anything that needs a conversation, since nobody is on the line to take questions.
Is voice broadcasting allowed in India?
TRAI’s rules put promotional calls on the 140 series, bar normal 10-digit numbers from telemarketing, and since the 18 September 2026 amendment require calls an application starts “without direct human dialling” to be declared to the operator in advance. This is general information, not legal advice.
What is the difference between voice broadcasting and a robocall?
Mostly tone. Robocall is the everyday, often unflattering word for audio messages pushed down the line without a person; voice broadcasting is the trade name for sending one such message to a whole list. The underlying technology is the same.
Why do businesses replace voice broadcasting with WhatsApp?
A written message can carry the person’s name, be read later and be replied to, and its delivery and read status can be tracked per recipient. The Auto Dialer sends bulk WhatsApp campaigns with fields such as name and city, a test send first, and reports on who read or replied.
