The Auto Dialer rings a list in strict sequence through the SIM of the caller's handset, and the caller is on the line from the first ring. That design matters for cold calling because the strictest dialer rules are aimed at two other behaviours: playing recorded messages, and dialing ahead so that some answered calls find nobody there. Ofcom's persistent misuse statement, dated 20 December 2016, tells anyone placing calls that silent and abandoned ones are not to be made. A one-at-a-time dialer produces neither. What it does not escape are the ordinary telemarketing rules, which apply however a call is dialled: national do-not-call registers, consent and relationship tests, and calling hours. Those rules follow the person called, so a list that spans several countries carries several sets of them. The tool is lawful to own; each cold call has to be lawful on its own.

Auto dialer for cold calling: legal limits by country
- United States. Solicitation calls are confined to the window from 8 in the morning to 9 at night, local to the person called. A private claim can reach $500 for each violation, and the FTC gives its maximum fine as $53,088 per violation, a figure it indexes to inflation. States may add stricter rules, which were not researched for this page.
- United Kingdom. Numbers listed with the TPS for under 28 days are not yet a breach. Withholding your number on a marketing call is not allowed.
- Canada. Monday to Friday, telemarketing is allowed from 9:00 until 21:30; Saturday and Sunday, from 10:00 until 18:00. Both windows follow the clock where the person called lives, and a province with tighter hours overrides them.
- Australia. Weekday calls fall between 9 am and 8 pm, Saturday calls between 9 am and 5 pm, and none are made on Sundays or national public holidays. A new registration must be honoured within 30 days.
- European Union. Automated marketing calls without human intervention need prior consent; member states set the rules for live calls.

- Find the country of every number and check it against that country's register.
- Import only the numbers you may lawfully call, with the source recorded on each lead.
- Set the ring limit and at most one retry; repeated calls to strangers draw spam reports.
- Dial inside the permitted hours of the called person's time zone.
- When someone says "do not call me", add the number to excluded numbers or the block list before the next call.

Is cold calling legal in the UK?

Is cold calling legal in India?

Is cold calling legal in Canada?
Yes, with conditions. A telemarketer needs express consent before ringing a consumer whose number is registered on the National DNCL, must work from a download no older than 31 days, and must keep to set hours. Calls to business consumers fall outside the DNCL rules.
Is cold calling legal in Australia?
Yes, outside the Do Not Call Register. A telemarketing call to a registered number needs consent, which may be express or inferred from an existing relationship, and calls are limited to 9 am to 8 pm on weekdays and 9 am to 5 pm on Saturday, never on Sunday or a national public holiday. A predictive dialer dials ahead for a floor of agents and accepts that some answered calls will find nobody free, which regulators cap or forbid. A one-at-a-time auto dialer is slower per agent but never leaves a stranger in silence, which matters more when the person has never heard of you.
